Strict Enforcement Against Illegal Parking

  • Even if the parking duration is short, it will be considered illegal parking. Always ensure your vehicle is parked in designated parking areas when leaving it.
  • In addition to the police, outsourced private companies can also issue fines for illegal parking.

Fines Must Be Paid if a Vehicle Receives an Illegal Parking Ticket

  • Do not park your vehicle anywhere outside designated parking areas.
  • Even if you leave your vehicle for a short time, it will be treated as illegal parking.
  • Regardless of the duration, you must park your vehicle in designated areas.

Examples of Areas Where Parking and Temporary Stopping are Prohibited

  • Roads near intersections and inside intersections
  • Pedestrian crossings and bicycle crossing zones
  • Areas near bus stops and vehicle entrances
  • Areas near fire hydrants, fire pumps, and alarms

When a Vehicle Receives an Illegal Parking Ticket

  1. Notify the Police Station

    • Go to the police station in the prefecture where the ticket was issued, then proceed to a bank to pay the fine.
    • Note: JDM Rentals will contact the customer upon receiving notification from the police. Fines cannot be paid at the police station.
  2. Notify the Store in Advance

    • When returning the vehicle, please present the certificate issued by the police and the fine receipt.

If the Procedures are Not Completed Before Returning the Vehicle

  • We will charge a standard illegal parking fee of 18,000 yen for general vehicles.
  • However, if you are unable to complete the procedures or pay the illegal parking fee, we will notify the police, public safety commission, and rental car association, and you will be unable to rent from JDM Rentals and affiliated rental car companies nationwide in the future.
  • If you pay the fine at the police station after returning the vehicle and present the parking ticket and fine receipt, we will refund the illegal parking fee.

Japanese Law

Illegal Parking Fines

  • If the driver of an illegally parked vehicle does not pay the ticket, the user will be required to pay the fine. After receiving an illegal parking ticket, the driver/user has 30 days to pay the fine if:

    • The driver/user has already paid the ticket.
    • The illegal parking case is listed as a prosecutable case (minors under trial in family court).
  • Generally, the driver is responsible for illegal parking. If the cause is not attributable to the driver, the user is responsible.
  • Note: "User" generally refers to the person listed as the user on the vehicle inspection certificate.

Amount of Illegal Parking Fines

  • The amount of the illegal parking fine is the same as the ticket amount that the driver/user should pay.

Order to Pay Illegal Parking Fines and Forced Collection

  • If the illegal parker fails to pay the fine by the due date, they will receive a notification urging payment.
  • If the fined illegal parker still does not pay within the specified time, the relevant authorities will take forced collection measures.

Delegation of Checking Illegal Parking Vehicles and Issuing Tickets to Third Parties

  • Third parties have the authority to check any illegally parked vehicles and issue parking tickets. Plainclothes traffic wardens patrol the streets and affix illegal parking tickets to vehicles.
  • The patrol work of traffic wardens is guided by the police station chief and conducted according to residents' intentions and requests within designated areas and times.
  • Guidelines will be issued in advance (e.g., posted on police station bulletin boards).
